2020年1月，国家主席习近平对缅甸进行国事访问，时隔19年，中国最高领导人再次访问缅甸，见证了云南省与缅甸仰光省签署缔结友好省关系文件。在元首外交的引领下，中缅胞波情谊步入新时代。在两省高层的高度重视和推动下，双方在教育、卫生、科技、旅游等领域开展了富有成效的友好交流合作，为中缅、滇缅合作注入源源不断的动力和活力。

In January 2020, President Xi Jinping paid a state visit to Myanmar and witnessed the signing of a document on establishing friendship relations between Yunnan Province of China and Yangon Region of Myanmar, which has been 19 years since the top Chinese leader visited Myanmar last time.

Under the guidance of head-of-state diplomacy, the friendship between Chinese and Myanmar peoples has entered a new era. With the great attention and promotion of the top leaders of two sides, Yunnan and Yangon have carried out fruitful friendly exchanges and cooperation in the area of education, health, science and technology, tourism, etc., injecting a steady stream of impetus and vitality into bilateral cooperation between China and Myanmar, as well as Yunnan and Myanmar.

自2013年起，云南省人民对外友好协会连续12次组派云南省医疗队在缅甸实施“光明行”公益活动，为近3000名白内障患者免费实施复明手术。其中，2016—2019年，云南省医疗队在仰光省为近800名患者带来光明，一场场“光明之约”点亮一段段“胞波情”。

Since 2013, Yunnan Provincial People's Association for Friendship with Foreign Countries has sent medical teams from Yunnan Province to carry out "Brightness Action" in Myanmar for 12 consecutive times, providing free operations for nearly 3,000 cataract patients. Among them, nearly 800 patients in Yangon Region recovered their sights by the operation conducted by Yunnan medical teams from 2016 to 2019. Brightness Actions continues the ‘Paopo’ brotherhood between China and Myanmar.

仰光省位于土壤肥沃、自然条件优越、资源丰富的伊洛瓦底江三角洲，全省面积10171平方公里，是缅甸全国面积最小的一个省，但却是缅甸经济、教育、文化的中心。仰光港是缅甸吞吐量最大的海港，仰光省是缅甸内外海陆交通的总枢纽，缅甸全年进出口贸易的80%的货物都经过这里。 

With fertile soil, superior natural conditions, rich resources at Irrawaddy River delta, Yangon Region covers an area of 10,171 square kilometers as the hub of economy, education, culture of Myanmar, even it is the smallest region in the whole country. Yangon Port is the largest seaport in Myanmar. The region serves as the general hub of land and sea traffic in Myanmar, and 80% of Myanmar's annual import and export trade passes through here.

共赴光明之约，同筑胞波之情

纱布拆下，一位身着缅甸传统服饰笼基的老人左右环顾、泪光闪烁，她握住老伴的手，激动地念叨着“我看到了，谢谢、谢谢、谢谢……”，失去光明50年之久的缅甸耄耋老人在白内障手术成功后用缅语直夸云南医生好！此前“仅有光感”的她与老伴儿再次“重逢”，仿佛重获新生。

After taking the bandage off and looking around, the old lady in traditional Myanmar longyi held her husband’s hands and repeated ‘Thank you, thank you, I can see now’ with an exciting voice and watering eyes. After 50-years sight lost, the lady highly praised Yunnan doctors after the successful cataract surgery for giving her, who can only sense the light before and just ‘reunioned’ with her husband, the ‘second life’.

这是云南省医疗队第四次奔赴仰光的“光明之约”，为205名白内障患者免费实施了复明手术。“我上辈子修来的福气，是云南省‘光明行’使我重见光明、重拾信心。”缅甸退休教师杜梅苇登感言，她也已是云南医疗队治疗的第689号病人。

It is the 4^th Brightness Action journey of Yunnan medical team to Yangon Region to operate free cataract surgery for 205 patients . “It’s my fortune to have this surgery. Yunnan Brightness Action not only restored my vision but also my confidence.” said by a retired Myanmar teacher, who is the 689th patient treated by the medical team from Yunnan Province. 

仰光市是缅甸最大的城市，也是仰光省首府。由于日照时间长、紫外线强等原因，缅甸等与云南省毗邻周边国家眼疾患者众多。由于当地经济、医疗水平等制约，许多白内障患者无法得到及时治疗。2016年，云南省医疗队便开启了在仰光省的“光明行”，留下光明和爱的同时，也用高尚的医德、精湛的医术和优良的作风浇铸起中缅友好的桥梁。

Yangon is the largest city in Myanmar and also the capital of Yangon Region. Because of having long daylight time and strong UV exposure, a large number of people in Myanmar and other neighboring countries of Yunnan are with ophthalmic disease. Those patients lack timely treatment due to low local economic development and medical skills. Since 2016, Brightness Action has been launched in Yangon Region by Yunnan medical team. While leaving brightness and love for locals, doctors also built a bridge of China-Myanmar friendship with their excellent works and expertise.

时光聚焦在首次仰光“光明行”现场，在仰光市迪德古瑞比罕医院，闻讯而来要求手术的患者和家属把医院围得水泄不通，院方应接不暇，不断请求医疗队增加手术。来自云南的白衣天使们临危不乱，对陆续涌入的患者耐心问病史、细心做诊断、精心施手术。因为缅甸的电力系统供应不稳定，诊治期间也停过几次电。打开手电筒、医疗照明灯，医疗队的手术仍在继续……医疗队在工作量大增、医疗条件严苛的情况下，手术成功率仍保证在百分之百。

At the site of Brightness Action, Yangon Sitagu Shwe Pyi Hein Eye Hospital was crowded by patients and their families who came to seek treatment. With such large number of patients, the hospital side kept asking the medical team to receiving more patients as possible. Doctors asked patients’ medical history and gave diagnoses patiently and calmly, and then conducted the surgery carefully. Although hospital’s electricity cut out several times due to Myanmar’s unstable electricity supply, it couldn’t disrupted the work. The medical team flicked on flashlights and medical lights and continued the surgery. The success rate was maintained 100% despites the harsh condition and large workload.

Brightness Action solved high cost and limited medical access of local cataract patients. With the goal to “restore one’s vision, save a family and benefit a region”, the project painted a big smile on patients’ face after giving their hope, and sent warmth and happiness to each patient’s family. Chapters after chapters have been added to the book of Yunnan-Myanmar ‘Paopo’ Brotherhood.
