Xi Jinping delivers important speech

The Central Leading Group for the Central and Peripheral Work Conference was held in Beijing from April 8 to 9. Xi Jinping, General Secretary of the CPC Central Committee, President of the PRC, and Chairman of the Central Military Commission, attended the conference and delivered an important speech. Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi, members of the Standing Committee of the CPC Central Committee Political Bureau, and Vice President Han Zheng attended the conference.

In an important speech, Xi Jinping systematically summarized the achievements and experiences of China's neighborhood work since the new era, scientifically analyzed the situation, and clarified the goals, tasks, and strategies for neighborhood work in the coming period, emphasizing the need to focus on building a community with a shared future in the neighborhood and strive to create a new landscape for neighborhood work. Li Qiang, while presiding over the meeting, emphasized the need to earnestly implement the spirit of General Secretary Xi Jinping's important speech and solidly handle the implementation of all tasks of neighborhood work.

The conference pointed out that our country's vast territory and long border are an important foundation for achieving development and prosperity, a key focus for safeguarding national security, the primary consideration in managing the overall diplomatic landscape, and the crucial element in promoting the building of a community with a shared future for mankind. We must adopt a global perspective to examine our neighborhood and enhance our sense of responsibility and mission in doing our best work in this area.

The conference believes that since the 18th National Congress of the Party, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we have put forward the concept of a friendly, sincere, and inclusive foreign policy towards our neighbors, advocated for the promotion and building of a community of shared future for our neighbors, and taken head-of-state diplomacy as a guide to deepen comprehensive cooperation with neighboring countries, strengthen exchanges in all fields, and jointly safeguard peace and stability, thereby forming a pragmatic and efficient framework for our work with our neighbors and driving historical achievements and transformations in this field. The experiences formed through practical exploration must be firmly upheld and effectively utilized.

The conference pointed out that China's current relations with its neighbors are in the best period since modern times, and it has also entered an important stage of deep linkage between the regional landscape and global changes. It must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, closely focus on the central tasks of the Party and the country, coordinate the two major situations of domestic and international affairs, and develop the two major issues of security and development. It should raise the banner of a community with a shared future for mankind, take the construction of a peaceful, safe, prosperous, beautiful, and friendly "Five Great Gardens" as a common vision, adopt the concepts and guidelines of good-neighborliness, peaceful-neighborliness, prosperous-neighborliness, sincerity, honesty, and compassion, and sharing a common destiny, take the Asian value of peace, cooperation, openness, and inclusiveness as the basic adherence, take the high-quality joint development of the Belt and Road as the main platform, take the Asian security model of sharing security and danger, seeking common ground while respecting differences, and dialogue and consultation as the strategic support, and join hands with neighboring countries to create a better future together.

The meeting emphasized that in building a community of shared future for the neighborhood, we must consolidate strategic trust with neighboring countries, support regional countries in steadily walking their own development paths, and properly manage contradictions and differences; deepen development integration, build a high-level interconnected network, and strengthen cooperation in industrial and supply chains; jointly safeguard regional stability, carry out security and law enforcement cooperation, and respond to various risks and challenges; and expand exchanges and interactions to facilitate the movement of people.

The conference pointed out that to do a good job in regional affairs, it is necessary to strengthen the centralized and unified leadership of the CPC Central Committee and enhance coordination and cooperation in all aspects. It is also necessary to deepen institutional and mechanism reforms, improve the system of foreign-related laws and regulations, strengthen capacity and team building, and promote theoretical and practical innovation in regional affairs.
